Lake Charles –
On May 11 at approximately 10:30 p.m., a Calcasieu Parish Sheriff’s deputy was dispatched to the intersection of Hwy 14 and 14th Street in Lake Charles in reference to a man sleeping in his vehicle. When the deputy arrived he observed the vehicle parked facing east in the south bound lane of Hwy 14. When they deputy approached the vehicle and spoke with the driver, Gerald D. Ryan, 46, 109 River Birch Drive, Iowa, he had trouble keeping his eyes open. Ryan also had slurred speech and an unsteady balance. Ryan told the deputy he had not been drinking but had taken pain pills.
After Ryan performed poorly on a standard field sobriety test, he was arrested and transferred to the Calcasieu Parish Sheriff’s Office for a breath intoxilyzer test; which he refused. While Ryan was in the holding cell he began reaching in his sock and removed a clear plastic bag containing what is believed to be synthetic marijuana.
Ryan, who has two prior DWI arrests, was booked into the Calcasieu Correctional Center and charged with DWI 3rd; stopping or parking in roadway prohibited; possession of synthetic marijuana; and driving under suspension for prior DWI.
Judge Ron Ware set his bond at $8,000.

Lake Charles-
On May 12 at approximately 5:45 a.m., Calcasieu Parish Sheriff’s deputies were dispatched to Elliott Road and Lafanette Road in Lake Charles in reference to an accident involving two cars. The driver of one car advised deputies she was headed north on Elliott Road when Jorge L. Castillo, 32, 1330 W. McNeese Street, Lake Charles, the driver of the other car, swerved into her lane and caused a head on collision. The collision caused both cars to travel in the ditch. The victim was transported to a local hospital with moderate injuries.
When deputies spoke with Castillo at the scene, they detected an odor of alcohol emitting from his breath as well as slurred speech and unsteady balance. When deputies asked Castillo what happened, he stated he did not want to speak with them. Deputies observed Castillo to have drool coming from his mouth and appeared to have been sleeping. Castillo refused to submit to standard field sobriety testing. He was arrested and taken to a local hospital to have his blood drawn for a toxicology report; which he refused. He was then transported to the Calcasieu Parish Sheriff’s Office for breath intoxilyzer test; which he also refused.
Castillo, who has four prior DWI arrests, was booked into the Calcasieu Correctional Center and charged with DWI 5th refusal ; driving left of center; and driving under suspension for prior DWI.
He was released later the same day on a $32,500 bond set by Judge Ron Ware.

Lake Charles-
On May 12 at approximately 10:40 p.m. Calcasieu Parish Sheriff’s deputies conducted a traffic stop on a truck on Hollis Road in Westlake. The driver Tate Vander, 35, Keithville, LA, was driving carelessly. When the deputies spoke with Vander they detected an odor of alcohol emitting from his breath as well as slurred speech. The deputies also observed four Soma pills, which he could not produce a prescription for, as well as an open container of beer in plain view inside the truck. While speaking with Vander he advised deputies he had been drinking alcoholic beverages and taking medication and stated he was “buzzed.” Deputies learned Vander had an interlock device notification on his current driver’s license. When they questioned Vander about the device he stated he took it off his truck. Due to Vander’s impairment he was unable to follow directions and complete standard field sobriety testing.
Due to Vander’s impairment and being unable to control his balance deputies requested an ambulance transport him to a local hospital to check on his wellbeing. Upon arrival at a local hospital Vander submitted to a blood draw for a toxicology report, but refused medical treatment.
Vander, who has three prior DWI arrests, was arrested and booked into the Calcasieu Correctional Center and charged with DWI 4th; reckless operation; possession of CDS IV; and open container. On May 13 he was released on a $23,500 bond set by Judge Ron Ware.
