On July 7 the Calcasieu Parish Sheriff’s Office Sex Offender Unit prepared an arrest warrant for convicted sex offender Leapecous J. Celestine, Jr., 33, 1706 4th Street, Lake Charles, after it was revealed he was in violation of his sex offender registration requirements.
After an investigation, detectives learned Celestine had been employed at a local company in Sulphur and had not notified the proper authorities of his employment information within three (3) days, as required by law for all registered sex offenders. Detectives were able to confirm that Celestine had been employed at the company since September 2015. Detectives also learned Celestine had two vehicles registered in his name that were not registered with law enforcement, also making him in violation of his sex offender registration requirements. On July 11 Celestine was arrested by the Cameron Parish Sheriff’s Office on the active warrant and was transported and booked into the Calcasieu Correctional Center. He was charged with 3 counts of failure to register as a sex offender. Judge David Ritchie set his bond at $100,000.
Later the same day, when Celestine bonded out detectives learned he was in possession of an expired driver’s license and a valid driver’s license that were altered by removing the sex offender banner off of both. Celestine was re-arrested and booked back into the Calcasieu Correctional Center and charged with failure to register as a sex offender. He bonded out the next day on a $5,000 bond set by Judge Sharon Wilson.
Celestine was convicted of carnal knowledge of a juvenile in 2003 in Calcasieu Parish.
